What is AB 138?
This bill formalizes the use of the Elder Economic Security Index by California Area Agencies on Aging to better allocate staff and senior service resources.  The Elder Index is a more sophisticated and precise planning tool than the currently used Federal Poverty Guidelines (FPL), which is based solely on the cost of food.  The Elder Index takes into account whether a senior owns or rents their home, as well as the costs of transportation, health care and other expenses in their particular county. These details allow planners to save time and money on redundant research and to better utilize scarce resources for senior services.
Why is AB `38 important?

Your support is crucial to ensure that lower-income seniors will no longer be ‘invisible’ to aging services planners.  Tell your legislators to pass this important legislation to protect seniors in your community.  Your letters will be shared with legislative committees as they consider this bill.
**AB 138 ensures that California accurately counts its seniors and makes realistic plans to provide services and utilize scarce resources effectively.**
