Hello IOHC, HCAN-CA and other Health Care Advocates & Allies!
As we discussed on today’s call, a number of health care bills are coming up in the policy committees. Of particular concern is AB 52 by Ass. Mike Feuer (LA), which will be heard in the Assembly Health Committee on this coming Tuesday, April 5, 2011. This bill is a significant effort at reigning in the worst abuses of the insurance companies and empowers the State Insurance Commissioner and the Director of the Department of Managed Health Care with the authority to reject excessive, inadequate, or unfairly discriminatory rate increases.
Introduced in December 2010, AB 52 would require health plans and insurers to seek approval from state regulators prior to raising health care premiums, copayments, or deductibles. It would build upon newly-implemented federal and state law improving the health insurance rate filing and review process.
We need partners and allies to generate grass-top calls from your organizational leaders, letters of support from your organizations and grassroots calls into the district and/or Capitol offices of the following five committee members whose votes for this are uncertain. I can also provide zip codes to anyone who needs them for an e-alert for the targeted members.
It should be noted that despite overwhelming consumer and public support for rate regulation, this bill is facing fierce resistance from the insurance companies and certain provider groups.
