Job Title: Director, Government Relations

Purpose and Description
Develop and implement NASTAD’s legislative and policy positions on federal
appropriations and legislation related to HIV and viral hepatitis prevention, care and
treatment issues. Routinely communicate with NASTAD membership on status of
strategies for dealing with federal policy and legislation. Coordinate organization’s
communication and education activities with the White House, Federal agencies,
Congress, including key appropriators and authorizing committee staff. Represent
NASTAD with Federal agencies and partners. Cultivate relationships with state
governmental organizations and national non-governmental organizations to
advance NASTAD’s policy priorities. Serve as the primary lead of NASTAD’s Policy
and Program Leadership team and a key member of the Business Development
• Advocate and influence federal legislative and regulatory issues affecting HIV
and viral hepatitis prevention, care and treatment issues, with great emphasis
on the annual federal appropriations process, the Ryan White CARE Act and the
Affordable Care Act;
• Establish and maintain contacts with Members of Congress, their personal staff,
Congressional committee staff, and federal agency officials to inform and
educate them about HIV/AIDS and viral hepatitis issues and NASTAD’s policies
• As the primary lead of NASTAD’s Policy and Program Leadership team, assure
synergy between NASTAD’s care, prevention, racial and ethnic health disparities
and viral hepatitis program activities and NASTAD’s policy and advocacy
• As a key member of NASTAD’s Business Development team, identify, define and
acquire available funding resources and develop strategies for fund-raising
• Aggressively seek new corporate/foundation funding sources and maintain
relationships with current/past donors. Represent NASTAD in meetings with
potential funding sources;
• Develop and implement strategies to achieve legislative and regulatory goals,
author and negotiate legislative and regulatory language, write congressional
testimony and comments for proposed federal regulations/recommendations,
and analyze legislative initiatives to determine impact on HIV and viral hepatitis
prevention and care issues;
Interface with state governmental organizations and national non-government
organizations concerning NASTAD’s priorities; work in national coalitions to
advance policies to achieve mutual goals;
Develop supporting materials to execute NASTAD’s positions and strategies;
Communicate priorities, legislative strategy and goals to NASTAD Executive
Committee and members, including presentations at the NASTAD Annual
Coordinate membership Capitol Hill Education Days;
Monitor and report on state legislative activities dealing with HIV and viral
hepatitis prevention and care issues;
Work with NASTAD membership and staff to identify emerging issues and craft
policy positions to support federal advocacy activities;
Participate fully in the leadership of NASTAD, including direction setting and
Manage government relations and other key staff and interns to achieve
NASTAD policy and advocacy goals, as well as develop and mentor staff to
advance in their careers;
Other duties as assigned.
• Experience with legislative affairs/issue advocacy;
• Understanding of the legislative, appropriations and budgeting processes;
• Excellent oral and written communications skills;
• Knowledge of HHS, specifically CMS, HRSA and CDC preferred;
• Familiarity with health care finance, HIV/AIDS and viral hepatitis issues
• Minimum 5-7 years of experience working on Capitol Hill, regulatory agency, or
trade association in health or public policy;
• Bachelor’s degree required.
Physical Effort and Dexterity
This position requires independent local travel and mobility.
Visual Acuity, Hearing, and Speaking
Excellent verbal and written command of the English language is required.
Environment and Scheduling
• Interest in working with an HIV/AIDS public health organization;
• Interest in working within a diverse work environment;
• Willing to travel as needed.
